Zanzibar is stepping confidently onto the global investment stage as a new chapter of economic cooperation unfolds between Zanzibar and France. In a landmark move, the Zanzibar Investment Promotion Authority (ZIPA) has signed a Memorandum of Understanding (MoU) with Bpifrance, France’s public investment bank—marking a significant milestone in building international partnerships that drive innovation, inclusive growth, and sustainable development.
The signing of the MoU represents more than a formal agreement—it is a bold declaration of shared ambition. It underscores both parties’ commitment to strengthening economic ties, empowering innovation ecosystems, and cultivating long-term, sustainable opportunities for the people of Zanzibar.
The partnership was solidified under the forward-thinking leadership of H.E. President Dr. Hussein Ali Mwinyi, whose administration continues to champion investor-friendly policies. Through strategic infrastructure investments, progressive legal reforms, and global engagement, Zanzibar is rapidly becoming a compelling destination for international investment.
Speaking at the ceremony, Hon. Hemed Suleiman Abdulla, Second Vice President of Zanzibar, delivered a strong message of support from the Government, reaffirming its dedication to ensuring the success of investment projects—from concept to completion.
The event also welcomed H.E. Anne-Sophie Avé, Ambassador of France to Tanzania, whose tireless efforts to strengthen bilateral relations were acknowledged with sincere appreciation. The French community has already played a vital role in developing Zanzibar’s tourism sector, and this new partnership opens doors for collaboration across energy, innovation, infrastructure, and more.
“At ZIPA, we do more than attract investors—we build strategic partnerships that are rooted in mutual growth and sustainability,” the signing representative stated. “This MoU with Bpifrance is a powerful signal to the global investment community: Zanzibar is ready, open, and ambitious.” said Mr. Saleh Saad Mohamed, Executive Director of the Zanzibar Investment Promotion Authority (ZIPA)
The call is clear: for investors who share a vision of innovation-driven, inclusive development, Zanzibar offers fertile ground for collaboration.
